Originally, one of the three collateral councils created in 1531 by Emperor Charles Vto as sist his government in the Netherlands. After the Dutch Revolt, a council of state was instituted in the northern provinces of the Netherlands, but had very limited responsibilities: organization and financing of the army, and taxation in the occupied parts of the southern provinces (the
Generaliteitslanden). After the creation of the Kingdom of the Netherlands in 1815, the Council of State be came, as was usual in other monarchies, an advisory body to the government with an increasingly judicial prerogative.
